Which Naruto: Ultimate Ninja 3 disc should you use?
The Play! tracker has one entry for this game: the NTSC-U disc (SLUS-21727), marked Playable. It was tested on July 17, 2022, with the note "Fully playable with good performance." The one issue listed is that shadows render incorrectly.
No PAL disc and no Japanese disc (the Narutimate Hero 3 release) has a report on the tracker, so there is no tracker evidence about how those versions behave. The tracker covers Play! on all platforms, and results in a browser could be worse than the status suggests.

About Naruto: Ultimate Ninja 3 (PS2)
Naruto: Ultimate Ninja 3 is a fighting game for PlayStation 2 from the developer CyberConnect2. In Japan it is titled Naruto: Narutimate Hero 3, and Bandai published it there. It is the third installment of the Naruto: Ultimate Ninja series and, in Japan, the third and final entry of the Hero series.
Wikipedia gives the cast as 42 characters, which put it third by roster size among Ultimate Ninja games when it came out. The story content follows the anime up to episode 135. It is also the first game in the series to use CGI cutscenes, and it expands the RPG mode introduced by the previous game. The Japanese edition shipped with a bonus DVD holding a 26-minute anime OVA, a non-canon story built around a battle royale tournament with hints for the RPG mode.
On reception, Wikipedia notes that Metacritic reported generally favorable reviews, and that the Japanese magazine Famitsu scored it 34 out of 40. GamePro said the depth of the game gives fans a reason to pull out their PS2 consoles, whatever its flaws.

How Naruto: Ultimate Ninja 3 plays
This is a one-on-one fighting game built around the Naruto anime. Jutsu can be equipped as in the second game, and this entry adds the option of equipping Ultimate Jutsu as well. When two jutsu of equal strength collide, the game switches to a jutsu clash, where the players have to press a specific button rapidly until one technique overpowers the other.
Transformations play a larger part than before. Some are temporary and are triggered through an Ultimate Jutsu, such as Sasuke's Curse Mark or Rock Lee's Eight Inner Gates. Others are more lasting and stay active for the rest of the fight, such as the Second State Curse Mark or Nine-Tailed Naruto. Ultimate Jutsu can also summon another character, for example Gamabunta.
Compared with the previous game, support characters were removed, and each battle now allows only one Ultimate Jutsu rather than the usual preset three, though you can change your pick before the fight starts. The RPG mode is heavily expanded. The game covers events from the anime up to episode 135, and the Japanese version's bonus OVA provides hints for that RPG mode.
